The extension concerns the insurance only. On Dutch public roads you may drive for 14 days after deregistration and never beyond the expiry of the APK; that stays the same. If the car is still in the Netherlands and those 14 days have passed, it can only travel on a trailer or transporter.
Abroad, the rules of the country where the car is apply, and they differ from country to country. The DGT allows temporary plates from the country of origin while they are valid and the vehicle is insured. Check for your own situation whether you may still drive on the Dutch export registration after the first 14 days; more about this on Dutch export plates. The policy and the Green Card also determine which countries and which driver you are covered for.
